This is because the Form 4 is specific to the serial number of your suppressor, which must be entered in the transferring dealer's bound book before paperwork is submitted.
Step 4: Wait For Approval
Even with shorter processing times, you should be prepared to wait at least 1-2 weeks before you can pick up your suppressor. Be aware that your Form 4 approval could take longer if you file through a trust rather than as an individual.
Step 5: Take Possession Of Your Suppressor
Your local FFL / SOT can release your suppressor to you once your Form 4 is approved and you receive your tax stamp. Then, it's as simple as scheduling a time to stop by, pay your transfer fee to your local shop, and pick up your new suppressor!
